Development Operation Public Infrastructure Projects Tender Notice

Expression of Interest is invited from private sector entities for concession based design, construction, development, financing, operation and maintenance of multiple public infrastructure and recreational projects on Build Operate Transfer basis including Walkway, Western Bypass Kiosks, Makri Park, Albaik Park, Center Plate Park, Meratanollian Park, Neyamohala Park, Roof Top Utilization and Upgradation of Bank Road Plaza, Development and Operation of Open Parking at Bank Road Plaza, Food Street at Old Steel Bridge near Neelum Bridge, Baradari at Domail, and Flowers Nursery at Langarpura with Market at Domail. The concession period may range from 5 to 20 years depending on technical and financial proposals. Minimum equity investment shall be 50 percent and minimum revenue sharing shall be 40 percent of gross monthly revenue from the positive cash flow month. Facilities shall be returned in operational condition at the end of the concession period and commercial activities shall be operated through a joint escrow account. Interested bidders must submit capability statements, technical competence details, legal status, corporate structure, relevant experience, organizational structure, key personnel information, audited accounts, shareholder details, project appreciation statement, capital and operating cost statements, revenue statements, financial analysis and proposed financing package. A pre-bid meeting will be held on 2026-07-03. Blacklisted firms are not eligible and must submit an affidavit confirming eligibility. Bid securities are required as specified for individual projects ranging from Rs. 0.5 million to Rs. 1.5 million. Bids shall be submitted with financial proposals and required bid security.
