Mangrove Afforestation Reforestation Carbon Offset Project Tender Notice
Description
Design, build, finance, operate, maintain and transfer carbon offset project involving afforestation, reforestation and revegetation of approximately 34,351 hectares of eligible degraded mangrove ecosystems across Gwadar, Hub and Lasbela districts. Procurement shall be conducted under the Balochistan Public Private Partnership Act 2025 using Single Stage Two Envelope procedure. The concession period is 46 years including one year development and forty five years operation and maintenance. Interested national and international bidders must demonstrate substantial net worth, financial liquidity and verified ARR implementation experience. An online pre-bid meeting will be held on 06 July 2026 at 12:00 PM PST. Bid security of PKR 200 million in the form of irrevocable bank guarantee is mandatory. Technical bids will be opened at 11:30 AM PST.
