Wheat Transportation Bulk Depots Civil Supply Mail Depots Tender Notice

Description

Procurement of transportation services for wheat from bulk and sub-bulk depots to all Civil Supply Mail Depots across Gilgit-Baltistan for the financial year 2026-27. Sealed bids are invited from reputable Category B contractors, firms and organizations under the GB PPRA Rule 39 Single Stage One Envelope bidding procedure. Bids must be submitted with a separate bid security of 3% for each station and typed financial rates quoted on a per kilogram basis inclusive of all applicable taxes, handling, loading and unloading charges. Incomplete, conditional, late or unsealed bids, bids submitted without the required bid security or with more than two decimal places in quoted rates shall be rejected. Successful bidders shall furnish a performance guarantee of 10% through TDR, CDR or other financial instrument from a scheduled bank or KCBL in favour of the Director Food Gilgit-Baltistan. Eligible bidders must provide a minimum one-year bank transaction history of at least Rs.5,000,000 certified by a scheduled bank or KCBL, proof of immovable property worth at least Rs.10,000,000 with prescribed certificates and affidavit, at least three years of relevant experience in government or semi-government organizations, a non-blacklisting affidavit on Rs.100 stamp paper, a recent police character certificate, and proof of enlistment renewal with the Food Department. Contractors not already enlisted may obtain bidding documents after submitting the required experience certificate, attested CNIC copy and passport-size photograph. During transportation the contractor shall be fully responsible for any loss of wheat, and emergency situations shall be dealt with in accordance with the National Disaster Management Act, 2010. The procuring agency reserves the right to accept or reject any or all tenders.
