Horizontal Directional Drilling Services Gas Pipelines Tender Notice
Description
Hiring of Horizontal Directional Drilling (HDD) services for 24-inch diameter and 12-inch diameter Quetta pipelines at Bibi Nani as per BOQ and specified criteria. The works procurement shall be conducted under the Single Stage-Two Envelope bidding procedure on a complete package basis comprising separate technical and financial bids. Eligible bidders must possess a valid PEC Certificate Category C-2 or above with CE-08 and CE-10 specializations. Foreign firms must submit a Joint Venture Agreement in accordance with PEC Bylaws 1987. Bidders must also hold valid HSE and QMS certifications including ISO 9001, OHSAS 18001/45001 and ISO 14001 or equivalent. Bid security of PKR 4,200,000 is required. Technical and financial bids will be opened according to the prescribed procedure, with bid opening scheduled at 10:30 AM.
