Mineral Excise Duty Collection Rights Auction Tender Notice

Description

Public auction for the grant of mineral excise duty collection rights on notified minerals transported by road from mines for a contract period of ten months commencing from 01.09.2026. The auction covers Mardan Division and Bannu Division, excluding leased areas of cement factories, minerals extracted from areas allocated for under-construction dams, imported minerals from Afghanistan and other countries, precious metals, precious and semi-precious stones, gemstones and radioactive minerals. Interested parties must complete registration or pre-qualification with the Commissionerate of Mines Labour Welfare before the auction by submitting the prescribed registration fee, computerized national identity card, domicile certificate, NTN, bank statement, credentials certificate issued by the relevant Deputy Commissioner and character certificate. Previously registered parties shall submit renewal documents and updated bank statements. Original call deposit issued by a scheduled bank in the prescribed amount shall accompany the auction application. The successful bidder shall immediately deposit 10% of the bid amount as security in the form of CDR, 10% advance withholding tax under applicable law and 25% of the bid amount as advance within seven days of issuance of the offer letter, while the remaining 75% shall be payable in installments. The successful bidder shall execute a formal agreement on judicial stamp paper before issuance of the work order. The competent authority reserves the right to reject any bid by assigning reasons. The auction shall be held at 02:00 PM on 12.08.2026.
