Procurement of Fashion Design Kits for six schools introducing Matric-Tech in Fashion Design including drawing pencils, erasers, sharpeners, steel rulers, A4 and A3 sketchbooks, water colour pencil sets, croquis template ruler sets, fashion magazines, tracing paper, single needle lock stitch sewing machines with table and stand, sewing machine accessories, thread spools, fabric swatches, hand sewing needle sets, A4 paper, fabric and paper scissors, measuring tapes, irons, wooden iron tables, magnifying glasses, tailor's chalk, calico fabric, draping pins, clippers, seam rippers and poster colour sets with brushes. The estimated procurement value is PKR 5,700,000. Procurement shall be conducted under the Punjab Procurement Rules 2014 using the Single Stage - Two Envelope Bidding Procedure. Separate technical and financial bids shall be submitted electronically through the Punjab E-Procurement Portal. Bidders must be registered for Income Tax and Sales Tax, submit all required documents, provide an original bid security equal to 2% in favour of the Chief Executive Officer (DEA) Vehari, submit product samples and a hard copy of the uploaded bid on the bid opening date, and technically qualify with at least 60 out of 100 marks. Successful bidder(s) shall furnish a performance guarantee equal to 10% of the contract amount after issuance of the Letter of Intent. Supply shall be completed within 45 days, transportation shall be borne by the supplier, and liquidated damages at 2% per month shall apply for late or damaged supply. Bids must be uploaded by 11:30 AM and will be opened at 12:00 PM on the same day. This procurement supports vocational fashion design education through the supply of sewing equipment, textile materials, fashion illustration tools, classroom learning resources and practical training kits for technical education institutions.
