Consultancy For Establishment Of Electric Power Distribution Tender Notice

Energy and Power Department, Government of Khyber Pakhtunkhwa invites Request for Proposals from reputed and registered consultancy services firms for establishment of Pakhtunkhwa Electric Power Distribution Company. The consultancy assignment requires a feasibility study comprehensively covering strategic phases of power distribution, intra-provincial operational and structural aspects, inter-linkages between federal and provincial entities, and federal and provincial regulatory and licensing frameworks in accordance with the Terms of Reference. Selection will be through Quality and Cost Based Selection under National Competitive Bidding in accordance with Rule 23(b) of KPPRA Rules 2014. Interested consultancy firms must possess relevant experience and active registrations with PEC, FBR and KP Revenue Authority. RFP documents are available through eprocure.gov.pk, ep.gov.pk and kppra.gov.pk. E-bids must be submitted through EPADS by 2nd September 2026 at 02:00 PM and Technical Bids will be opened at 02:30 PM the same day. Financial proposals of only technically responsive and qualified bidders will be opened, and the Financial Bid must include 2 percent bid security in the form of CDR in favor of the Secretary Energy and Power. A pre-bid meeting will be held on 24th August 2026 at 02:30 PM.
