Framework contract procurement for financial year 2026-2027 covering Hot and Cold items - POL and lubricants - Stationery items - Printing and Publication items - Other Store items under specified object heads - Computer Stationery items - Sports items - Bed and Boxes items - Tent and Tarpaulin items - Road Safety Campaign items - Computer Hardware items - Software items - IT Equipment items - Plant and Machinery - Furniture and Fixture - Transport for repair of Police Vehicles and purchase of Tyres, Tubes, Batteries, Spare Parts and Filters - Repair of Machinery and Equipment - Repair of Furniture and Fixture. The stated total estimated cost is Rs. 44.6 million. Procurement shall be conducted electronically through e-Procurement Punjab under Rule 12 of PPRA and Section 5 of the Punjab Electronic Procurement Regulation, 2022. Bidding shall follow the Single Stage-Two Envelope procedure under Rule 38(2) of the Punjab Procurement Rules 2014. Eligible bidders must have previous relevant experience and registration with the Government Department or approved agency in the relevant category. Bidders may participate in one or all lots or packages and must quote rates for every item in the selected package, failing which the bid may be declared non-responsive. The lowest evaluated bidder shall be determined on the cumulative quoted rate of the entire lot or package. Rates shall include GST and PST and remain valid up to 30 June 2027. Bid security of 2% of the estimated price shall be submitted through CDR, Bank Draft or Banker's Cheque from a scheduled bank. The successful lowest bidder shall provide a performance guarantee equal to 10% of the total contract value. Required samples with specifications or brochures must be provided at the time of opening of technical bids. A performance certificate on Rs. 100 stamp paper confirming that the firm is not a defaulter, disqualified or blacklisted and is not involved in or convicted of a criminal case is required.
