The estimated amounts are stated lot-wise as Rs. 1,374,000 for Uniform Articles with 2% earnest money of Rs. 27,480, Rs. 418,000 for Personal Hygiene with 2% earnest money of Rs. 8,360, Rs. 512,500 for Hygiene and Sanitation with 2% earnest money of Rs. 10,250, Rs. 473,200 for Utensils with 2% earnest money of Rs. 9,464, Rs. 842,920 for Miscellaneous Articles with 2% earnest money of Rs. 16,858, Rs. 900,700 for Electric Articles and Security Gadgets with 2% earnest money of Rs. 18,014, and Rs. 245,500 for Seeds, Fertilizer, Spray etc. with 2% earnest money of Rs. 4,910. Quantities are estimates and may increase according to PPRA Rules. Suppliers and contractors must be registered on the Punjab Procurement Regulatory Authority website for Financial and Technical Proposals and submit their tender through EPADS with bidding documents, earnest money in the form of Call Deposit Receipt, previous three years bank statements, Rs. 100 stamp-paper affidavit, work orders for relevant field work during the previous three years, CNIC and other required information. The 2% earnest money of the total estimated cost of all articles must be issued by an approved bank in favour of Superintendent District Jail Khanewal and uploaded with the Technical Proposal, while the original earnest money and original Rs. 100 stamp-paper affidavit must be deposited before opening of the tender for presentation before the purchase committee. All documents must be uploaded clearly and illegible tender proposals will be rejected. The Technical Proposal is to be opened through EPADS in the presence of authorized contractors, suppliers or their representatives, and after evaluation the Financial Proposals of technically valid tenders will be opened. Firms blacklisted under PPRA Rule 21 and firms barred from participating in tendering processes under the relevant sub-rule are ineligible. Upon award, the contractor or firm is required to furnish the performance guarantee stated in the notice under PPRA Rule 56.
