Description

Establishment of Jawan Markaz at Headquarters Parachinar, Tribal District Kurram under the Youth Development Package and Establishment of Youth Facilities AIP, including construction works to be executed according to the work order and applicable MRS-2025 requirements. The procurement follows the Single Stage Two Envelope procedure under Rule 12(2)(b) of the KPPRA Rules 2014. Eligible bidders must have active Pakistan Engineering Council registration in the required C4 and above category, relevant specialization and experience, and active KPRA registration with ATL status. Bids require security of 2% of the engineer estimated cost along with additional security where applicable, in the name of Director Works, Directorate of Works and Implementation, and the CDR hard copy must be submitted as prescribed. Technical and Financial Bids, CDR and applicable rate analysis or additional security must be submitted electronically through EPADS. Bidders must quote electronically ABOVE, BELOW or AT PAR against the priced BOQ or Engineer Estimate based on MRS-2025 and NSI items, with only two decimal places considered. Bidders must have completed at least two similar projects during the preceding five years, each valued at not less than 70% of the engineer estimated cost, provide a no litigation certificate and demonstrate ownership or lease of relevant construction equipment. Joint ventures are not accepted. Bids remain valid for 90 days, and equal evaluated bids may be decided through open draw.
