Communication & Works Department, Building Division Khyber invites electronic bids from eligible firms and contractors enlisted with C&W Department and Pakistan Engineering Council for establishment of a Medical College in the existing Regional Professional Development Center (Male) at Jamrud, ADP No.807/260129 (2026-27) (AIP). Estimated cost is Rs.13,253,000 and bid security is Rs.199,000, together with applicable stamp duty and bid entry fee of 0.03%. Procurement will follow Single Stage Two Envelope procedure through EPADS. PEC/C&W category C-2 or above is required, along with specified PEC codes including CE-01, CE-09, CE-10, CE-11 and other listed codes. Bids must be submitted by 10-09-2026 at 12:00 PM. Financial bids will be opened after approval of technical evaluation. Original CDR from a scheduled bank, stamp duty and non-refundable bid entry fee of 0.03% of estimated cost must reach the office before the closing date and time. Bidders must enter bid security and additional security details in EPADS and submit original instruments before closing. Failure to submit original security may result in debarment for one year, while a second violation may result in blacklisting for at least three years under applicable KPPRA provisions. Bid validity is 90 days. Bidders must provide evidence of similar works completed or in hand during the last five years, machinery ownership documents, technical staff details and CVs, financial soundness supported by audit reports, current tax returns, active FBR and KPRA status, PEC licence and C&W enlistment.
