Description

Management Support Consultant services for the Khyber Pakhtunkhwa Hydropower and Renewable Energy Development Program including institutional review and organizational restructuring - Human Resource Management framework development - financial management, budgeting and investment planning - tariff, commercial and regulatory advisory - procurement and contract management strengthening - ERP and Project Monitoring Information System advisory - legal and regulatory framework support - capacity building, change management and institutional reforms. The assignment is expected to continue for at least 1.5 years at PEDO Headquarters in Peshawar with travel to project sites and field offices where required. Eligible consulting firms must demonstrate minimum ten years of relevant experience in public-sector institutional reforms, organizational strengthening and power sector advisory services, successful completion of at least three similar assignments during the last ten years, relevant advisory and implementation support experience, donor-funded project experience, qualified multidisciplinary experts and relevant sector expertise. Firms may associate through joint venture or sub-consultancy. Selection will use Quality and Cost-Based Selection under the World Bank Procurement Regulations for IPF Borrowers. Expressions of Interest must include company profile, organizational details, relevant experience, similar assignments, donor-funded project experience, technical expertise and authorized representative contact details. Expressions of Interest must be submitted through courier, mail, email or by hand by 02-10-2026 at 11:00 AM Pakistan Standard Time. The consultancy covers institutional strengthening, organizational reform, HR management, financial planning, procurement, contract management, ERP, PMIS, legal and regulatory advisory, tariff and commercial advisory, capacity building and change management in the hydropower and renewable energy sector.
