Description

Procurement and hiring of services for the Operational Plan for Repatriation of Illegal Afghan Citizens and POR Card Holders in District Faisalabad, comprising Lot-1 surveillance and security equipment including installation of CCTV cameras, walkthrough gates, razor wire and metal detectors with estimated cost of PKR 5,000,000 and bid security of PKR 150,000 - Lot-2 vehicles for transportation from Faisalabad to Torkham Border with estimated cost of PKR 10,000,000 and bid security of PKR 300,000 - Lot-3 food items including meal boxes, breakfast, lunch, dinner, drinking water, juice, chips, biscuits, cup cake, chocolate, Cerelac and milk packs with estimated cost of PKR 7,500,000 and bid security of PKR 225,000 - Lot-4 tentage and bedding including complete tentage job, generator, bedding, tables and chairs with estimated cost of PKR 5,000,000 and bid security of PKR 150,000. Procurement shall follow the Punjab Procurement Rules, 2014 as amended through Single Stage-Single Envelope Procedure. Bidders may participate in one or more lots and must submit a separate bid and prescribed 3% bid security for each lot. Eligible bidders must be registered with the Punjab e-Procurement System, Federal Board of Revenue for Income Tax and Sales Tax, Punjab Revenue Authority and other relevant regulatory or professional bodies, and must possess relevant technical experience, financial capacity and experience of similar works or services in Government or Semi-Government organizations. Bids must be submitted electronically through the Punjab e-Procurement System, with rates quoted in Pakistani Rupees inclusive of applicable taxes in figures and words. Manual bids shall not be accepted. Bid security is refundable and must be deposited through the Punjab e-Procurement System digital banking facility by generating PSID and using prescribed banking channels in favor of the Additional Deputy Commissioner (Social Services), Faisalabad. Successful bidders must furnish a 3% performance guarantee of contract value through the Punjab e-Procurement System. Bids shall be evaluated according to the eligibility and evaluation criteria in the bidding documents and awarded to the Lowest Evaluated Responsive Bidder. Fake documents or false information may result in disqualification and legal proceedings. Bidders must submit an affidavit on stamp paper confirming that they have not been blacklisted. Quantities may increase or decrease according to actual requirements, and applicable Government taxes shall be deducted at source. The contract may be extended subject to satisfactory performance, availability of funds, approval of the Competent Authority and mutual consent.
