Management Support Consultant Services Tender Notice

Description

Engagement of a qualified consulting firm as Management Support Consultant for the Khyber Pakhtunkhwa Hydropower and Renewable Energy Development Program. Services include institutional review and organizational restructuring - Human Resource Management framework development - financial management, budgeting and investment planning - tariff, commercial and regulatory advisory - procurement and contract management strengthening - ERP and Project Monitoring Information System advisory - legal and regulatory framework support - capacity building, change management and institutional reforms. The assignment is expected to be carried out for at least 1.5 years at headquarters with travel to project sites and field offices where required. Eligible consulting firms must demonstrate at least ten years of relevant experience in public-sector institutional reforms, organizational strengthening and power sector advisory services, at least three similar assignments during the preceding ten years, relevant advisory and implementation support experience, donor-funded project experience, qualified multidisciplinary experts and relevant technical capability. Experience in developing countries and knowledge of Pakistan power sector regulation are advantageous. Firms may associate through joint venture or sub-consultancy, with joint venture partners jointly and severally liable if selected. Selection will use the Quality and Cost-Based Selection method under the World Bank Procurement Regulations for IPF Borrowers. Expressions of Interest shall include company profile, organizational details, relevant experience, similar assignments, donor-funded project experience, technical expertise, resources and authorized representative contact details. This consultancy covers institutional strengthening, organizational reform, financial management, procurement, contract management, ERP, PMIS, legal and regulatory advisory, tariff and commercial matters, capacity development and change management, providing relevant terminology for management consulting, institutional reform, power sector advisory, renewable energy consultancy, organizational restructuring and implementation support.
