Procurement Supply Textbooks Tender Notice

Description

Procurement and supply of approximately 35 million textbooks for Academic Year 2027-28. Sealed bids are invited from sole proprietors, firms, companies, joint ventures, consortiums, associations of persons and groups in accordance with Section 6(2)(b) of Khyber Pakhtunkhwa Public Procurement of Goods, Works and Services Rules 2014. Bidders must submit technical and financial bids online through KPPRA EPADS accompanied by bid security specified in the bidding documents, and must also physically submit a sealed technical bid with paper or card samples and bid security equal to 2% of quoted bid price in the prescribed form, including bank guarantee, irrevocable letter of credit, Call Deposit Receipt, Demand Draft or Pay Order in favour of Chairman, Khyber Pakhtunkhwa Textbook Board. Uploaded and physical copies must be identical and both technical and financial bids must be typed. Technical bids will be opened first and bidder credentials evaluated through physical inspection according to the prescribed technical evaluation criteria. Financial bids of technically qualified bidders will be opened on a notified date and time. Bidders must quote a rate per book for the total quantity of each textbook specified in the bidding documents. Bidders must not be blacklisted by any government, semi-government, autonomous body, agency or organization. Conditional or incomplete bids will not be accepted. Bidding documents are available free of cost from the official websites, while complete printed sets may be obtained against the stated non-refundable charges. A pre-bid meeting will be held on 31 August 2026 at 11:00 AM. Bids must be submitted by 11:00 AM on 10 September 2026 and technical bids will be opened at 11:30 AM on the same day. In case of an official holiday, the next working day will apply. The procurement concerns large-scale textbook printing and supply for academic distribution, including textbooks, educational publications, printed learning materials, paper and card samples and book production, providing relevant terminology for textbook procurement, educational publishing, school books, textbook printing, book supply and academic learning materials.
