Flood Fighting Dumpers Trailers Procurement Tender Notice

Description

Procurement of flood-fighting machinery consisting of dumpers and trailers for the Punjab Irrigation Department. E-bids are invited from contractors, manufacturers and authorized dealers registered on the Punjab e-Procurement System and with relevant registration and tax authorities including Income Tax, Sales Tax and Punjab Sales Tax. Bidding shall follow the Single Stage Two Envelope procedure under PPRA Rules 2014, as amended. The estimated cost is Rs.673 million, with completion required by December 31, 2027. Bidders must attach valid Pakistan Engineering Council registration for 2025-26, government receipts for professional tax, CNIC and Punjab Revenue Authority registration for 2026-27. A pre-bid meeting will be held on September 01, 2026 at 12:30 PM at the office of the Chief Engineer Development Zone, Lahore. Bid security or earnest money is 3% of the estimated cost of quoted items or lots, with validity of 120 days from the bid submission date, in favor of the Executive Engineer Machinery Division. Bid security must be submitted through PSID generated by the e-Procurement System by September 08, 2026 at 12:00 PM; manual bids will not be accepted. Technical bids will be retrieved at 12:30 PM on September 08, 2026 in the presence of bidders or representatives, and only technically responsive bidders will proceed to financial bid opening. The lowest bidder must deposit a performance guarantee of 10% of the bid amount. Conditional and incomplete bids will be rejected. Delivery payments will depend on goods supplied and services rendered, available funds, third-party validation, satisfactory delivery, pre-shipment inspection and completion of contractual services.
