Solarization of households covering eight schemes under Accelerated Sustainable Development Initiative for District Khyber, ASDI ADP No. 251286, including Jamrud Town NC3, Sur Kamar-2, Ghondi-2, Ghondi-4, Jamrud Town NC4, Sur Kamar-1, Ghondi-1, Ghondi-5, Jamrud Town NC2, Jamrud Town NC5, Shah Kas-1, Shah Kas-2, Ali Masjid, Jala Din VC10, Jamrud Town NC7, Machine Dhand, Dogay, Malak Abad, Shalobar-1, Soor Dand, Sarkay Kamar, Wali, Hamdrad Kallay, Speen Dhand BQK Sultan Khel, Qadam VC9, Shah Kas 5 Main Morcha, Lorra Maina, Paindi Lalma, Qabmer Abad, Arjalena Adday, Pordal Abad, Shalobar, Malik Waris Khan, Sambaba, Takya, Shinko, Saidano Kalay and Tootdhand BQK, District Khyber, PK-70. Each scheme has an estimated cost of Rs. 50.00 million, 2% earnest money of Rs. 1,000,000 and non-refundable tender form fee of Rs. 15,000 equal to 0.03% of estimated cost. Each scheme will cover 50 households. Bidding shall follow Single Stage-Two Envelope procedure under KPPRA Rules 2014 and MRS-2025 1st Bi-Annual above/below market rate system. Eligible contractors must have PEC C-5 or above relevant category, Local Council Board enlistment for 2026-27, KPRA registration, active NTN and Income Tax registration, and must submit CNIC, signed BOQ, tender form and original CDR. Contractors must possess the specified solar code and household solarization experience, and only approved or registered company solar material will be installed. Technical and Financial Bids must be uploaded through EPADS, with original bids and securities submitted through registered courier. Technical bids will be opened at 02:00 PM and financial bids of technically qualified bidders will be opened after evaluation on a separately announced date. Financial soundness, audit and financial reports for the last three years and a fresh bank statement showing Rs. 50 million are required. Up to 10% below Engineer Estimate requires 2% bid security; more than 10% and up to 20% below requires additional security of 8% of Engineer Estimate; more than 20% below requires additional security equal to the differential amount with detailed rate analysis. False documents, mismatched copies, cutting or overwriting may result in rejection, forfeiture, cancellation or blacklisting. In case of tie, successful bidders may be decided through draw or toss.
