Construction of District Secretariat Kolai Pallas Kohistan under ADP No. 220885, comprising external developmental works and main building works including District Administration Block, Masjid and Guard Room, on re-tender basis. The estimated cost is Rs. 399.403 million, bid security is Rs. 8,028,060, tender fee is Rs. 119,820 equal to 0.03% of Engineer Cost, and completion period is as per work order. Bidding shall be conducted through EPADS under Single Stage-Two Envelope System in accordance with KPPRA Procurement Rules 2014. Eligible bidders must have valid PEC registration in relevant category, C&W Department enlistment, valid NTN or Income Tax certificates, KPRA registration, relevant experience during the last five years, adequate technical personnel and equipment, financial soundness, audit reports, managerial capability and acceptable litigation status. Technical and Financial Bids shall be submitted online, with hard copies of CDR and additional bid security in separate envelopes and required affidavit on e-stamp or judicial stamp paper. Contractors quoting up to 10% below Engineer Estimate submit 2% bid security; bids more than 10% and up to 20% below require additional security of 8% of Engineer Estimate, while bids more than 20% below require additional security equal to the differential amount together with detailed rate analysis. Non-compliance may render bids non-responsive and securities forfeited. Additional security may be replaced with an equivalent bank guarantee after commencement and released in four equal installments at 25%, 50%, 75% and 100% completion. Technical evaluation precedes financial opening, bid validity is 90 days, identical evaluated bids may be decided through toss or draw, and false information may result in disqualification and debarment. Financial bids will be opened after technical evaluation on a separately announced date. A pre-bid meeting is scheduled at 11:00 AM.
