Construction of streets, drains, side walls, retaining walls and culverts at Rakkaly, Bakkara Warmando Mela, Ghowdar, Shahkas, near Jamrud Bazar, Sur Qamar and various areas of Tehsil Jamrud, District Khyber, under Accelerated Sustainable Development Initiative for District Khyber, ASDI ADP No. 251286, and installation of new pressure pump solar based solarization at existing bore and OHWT at Shah Kas-1, Shah Kas-2, Shalobar, Sur Kamer-1, Surkamer-2 and various areas of Tehsil Jamrud under the same ADP scheme. Each work has estimated cost of Rs. 50.00 million, earnest money of Rs. 1,000,000 equal to 2% and tender form fee of Rs. 15,000 equal to 0.03% of estimated cost. Bidding shall be conducted through EPADS under Single Stage-Two Envelope procedure based on MRS-2025 1st Bi-Annual and above/below market rate system. Eligible contractors must be registered with PEC in C-5 or above relevant category, Local Council Board Khyber Pakhtunkhwa and KPRA for 2026-27. Required documents include PEC and Local Council Board enlistment, CNIC, KPRA registration, active NTN or Income Tax certificate, tender form, signed BOQ and bid security in original CDR. Technical and Financial Bids must be submitted electronically and hard copies must be delivered through registered courier; by-hand and late submissions are not accepted. Financial bids will be opened after technical evaluation and the date will be announced subsequently. Up to 10% below Engineer Estimate requires 2% bid security; more than 10% up to 20% below requires additional security of 8% of Engineer Estimate; more than 20% below requires additional security equal to the differential amount together with detailed rate analysis. Non-compliance may cause rejection and forfeiture of securities. Financial soundness including a fresh bank statement showing Rs. 50 million and audit and financial reports for the last three years are required. False documents may result in cancellation, blacklisting and forfeiture of earnest money. In case of tie, award may be decided through draw or toss.
