Eligible firms bidders companies and contractors must be registered with FBR for Income Tax and Sales Tax, reflected on the FBR Active Tax Payer List, and registered with EPADS; firms bidding for non-consulting services must also be registered with KPRA. Bid security or earnest money ranges from PKR 100,000 to PKR 500,000 depending on the procurement item and must be submitted through a scheduled Bank of Pakistan from the participating entity's account in favor of the Project Director. Bids shall be submitted electronically through EPADS using the Single Stage Single Envelope method, with scanned bid security and all mandatory documents uploaded on EPADS; the original CDR or bid security must also be submitted to the designated office. Pre-bid meetings are scheduled for 10th September 2026 at 10:30 am, 11th September 2026 at 10:30 am, 14th September 2026 at 10:30 am, 15th September 2026 at 10:30 am, 16th September 2026 at 10:30 am, and 17th September 2026 at 10:30 am for the respective procurement groups. Electronic bids will be opened at 11:00 AM on the closing date. Pay Orders are not accepted, and bids by hand, post, courier, email or fax will not be accepted. The procurement is conducted under the Khyber Pakhtunkhwa Public Procurement Regulatory Authority Act and Rules.
