English Medium College Revenue Sharing Tender Notice
Description
Establishment and operation of a state-of-the-art English medium college on a gross revenue sharing partnership basis in Sector G-14/2 Islamabad through private-sector participation under a gross revenue-sharing concession arrangement for 20 years, extendable once up to 10 years at FGEHA discretion, with project site ownership remaining with FGEHA. The successful private-sector participant is required to design, finance, build, operate, maintain and transfer the project. Procurement is under Single Stage-Two Envelope pursuant to Rule 36(b) of Public Procurement Rules 2004, with bidders post-qualified on technical proposals. Technical and financial proposals are submitted electronically through EPADS Version 1.0, while prescribed original bid security and required hard-copy documents must also be delivered to FGEHA. The scanned bid security must accompany the technical proposal and the original must reach FGEHA before the submission deadline. Partial, incomplete and conditional bids are not considered, and false information may result in disqualification and blacklisting. The gross revenue share is exclusive of taxes, duties and statutory charges payable by the bidder. Bid security is 2,000,000.00 and bid validity is 120 days. A pre-bid meeting was scheduled for 31 August 2026 at 01:00 PM. Proposals will be opened at 12:30 PM.
