Description

Outsourcing of operation and management of five low performing government colleges in Khyber Pakhtunkhwa under the Collaborative College Advancement Program. Government retains ownership and regulatory control over education, and the assignment does not involve leasing any college or part thereof. Funding is through a per-student subsidy of PKR 60,000 per enrolled student per academic year, payable at PKR 5,000 per enrolled student per month, with no student fee for Core Academic Programmes. A separate bid is required for each college and each bid will be evaluated separately. Bids comprise Technical and Financial Proposals. Technical evaluation carries 100 marks, including 20 marks for the methodology presentation; bidders must attain at least 70 marks and score above nil on criterion 3. Each bidder must deliver the required presentation, failing which it will be technically disqualified. Pre-bid meeting will be held on 22 September 2026 at 1400 hrs at Higher Education Complex, Rano Garhi, Peshawar. Bids must be submitted online through EPADS and the required original bid submission is at KPCVE Block, Higher Education Complex, Rano Garhi, Peshawar by the stated deadline. The outsourcing assignment involves college operation, management, education delivery, technical proposal, financial proposal, methodology presentation and per-student subsidy arrangements for long-term college management services.
