Concrete lining works for Kala Khatai Minor from RD 15+000 to 33+280 Tail and Old Shahdara Minor from RD 0+000 to 18+000 Tail under the 2nd Bi-Annual 2026 period from 01.07.2026 to 31.12.2026 for District Sheikhupura under District and Non-Scheduled Rates approved by the competent authority. Work 1 has estimated cost of Rs.79.191 million and 5% bid security of Rs.3.960 million, while Work 2 has estimated cost of Rs.62.507 million and 5% bid security of Rs.3.125 million. Bids are invited under the Single Stage One Envelope procedure from engineering firms and contractors licensed by Pakistan Engineering Council in the respective CE-04 category, C-4 and above. Bidding shall be conducted through Punjab E-Procurement under applicable PPRA Rules 2014. Bid receiving and opening are scheduled for 21 October 2026 at 2:00 PM and 2:30 PM respectively, with a bid validity period of 90 days from the opening date. Contractors must attach valid PEC registration for 2026-27, professional tax payment receipts, CNIC, enlistment or renewal fees and PRA registration. Bid security must be deposited digitally through the Punjab E-Procurement System linked with Bank of Punjab; manual CDR or Bank Guarantee will not be accepted and manual bids will not be entertained. Participating firms must attend the office of the Superintending Engineer, Upper Chenab Canal Circle, Lahore at 2:30 PM where responsive bids will be retrieved and quoted rates announced. The successful bidder must furnish a performance guarantee of 5% of contract amount through CDR or Bank Guarantee issued by Bank of Punjab within 15 days and execute the agreement within 15 days of acceptance. Financial bids must contain complete item-wise DNIT/BOQ rates and rate analysis; incomplete financial bids shall be non-responsive. Conditional and incomplete bids shall also be rejected. Successful contractors must comply with construction drawings, PWD specifications, construction schedules, quality testing and field testing requirements and provide an activity schedule.
