Supply Of Lubricants For Highway Patrol Vehicles Tender Notice

Framework contract for supply of lubricants under the account head AO3807-POL Charges for planes, helicopters, staff cars and motorcycles for the Punjab Highway Patrol Lahore Region for financial year 2026-27, valid until 30 June 2027. The estimated cost is Rs. 4.95 million and bid security is 3%, stated as Rs. 148,500. Eligible persons, firms, companies, suppliers, manufacturers and authorized dealers engaged in trading must be registered with relevant registration authorities and income tax, sales tax and Punjab sales tax departments. Bidding shall follow the Single Stage Two Envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014. Separate technical and financial bids must be submitted electronically through the Punjab e-Procurement System by 11:30 AM on 10 November 2026. Bids will be opened at 12:00 PM on the same date in the presence of bidders or their representatives. Prices must include all applicable taxes. Bid security of 3% must be paid separately for the relevant head of account through the e-Procurement system using PSID generation. Bids must be submitted on a whole-head basis, covering all listed items under each account head; evaluation and contract award will be made to the single lowest evaluated bidder for the complete head. The successful bidder must furnish a performance guarantee equal to 5% of the contract amount through the prescribed electronic payment procedure. Bid validity extends until 30 June 2027, and repeat orders shall not exceed 15% of the original procurement under Rule 59(c)(iv). Late bids will not be accepted. Bidding documents are available free of cost through the Punjab e-Procurement System and PPRA website. The procuring agency reserves the right to reject all bids under Rule 35 of the Punjab Procurement Rules, 2014.
