Description

Framework contract for provision of human resource services to the Finance Department (South Punjab), Government of the Punjab, Bahawalpur, for a period of one year. The estimated cost is Rs. 4.884 million. Eligible registered companies, firms and contractors must submit technical and financial bids electronically through the Punjab e-Procurement System under the Single Stage Two Envelope procedure. Bid security equal to 5% of the total estimated cost must be deposited online through the prescribed system. Technical bids must include an affidavit on stamp paper confirming that the company or firm has not been blacklisted, is not under proceedings or involved in litigation, and that the declaration remains valid until completion of procurement. Bidders must also provide a bank certificate, bank statement or balance sheet demonstrating financial soundness, proof of NTN and income tax status, general sales tax registration, a professional tax certificate, company profile and acceptance of the bidding document terms and conditions duly signed and stamped. Bidding documents in English containing detailed specifications and agreement terms are available free of cost through the PPRA website and Punjab e-Procurement System. Bids must be submitted by 11:00 AM on 23 October 2026 and will be opened at 11:30 AM on the same date. Financial bids must include all applicable government taxes and duties. The successful bidder must furnish a performance guarantee equal to 5% of the contract amount. Procurement shall be governed by the Punjab Procurement Rules, 2014, as amended, and the Punjab Procurement Regulations, 2024. The procuring agency reserves the right to reject all bids under Section 35 of the Punjab Procurement Rules, 2014.
