Pakistan Railways, CSF Directorate, invites electronic bids through EPADS v2.0 for three procurement requirements: 7,000 metric tonnes of S.R. cement for the Concrete Sleeper Factory Sukkur under Tender CSF/1/P/2026-27, EPADS reference P146473, with bid security of Rs. 2,500,000; 6,000 angle-iron tie bars for the Concrete Sleeper Factory Kohat Cantt under Tender CSF/6/P/2026-27, EPADS reference P145257, with bid security of Rs. 500,000; and 300,000 cubic feet of W-3 crushed stone aggregate for the Concrete Sleeper Factory Sukkur under Tender W-3/CSF/Agg:SUK/2026-27, EPADS reference P145206, with bid security of Rs. 400,000. Bids are invited from eligible manufacturers, suppliers, bidders and contractors registered with the sales tax and income tax departments. Open competitive bidding will use the Least Cost Based Selection technique under the applicable Public Procurement Rules, 2004. The cement and aggregate tenders use the Single Stage One Envelope procedure, while the tie-bar tender uses the Single Stage Two Envelope procedure. Bid security must be submitted in the form permitted by the bidding documents, including pay order, call deposit or bank guarantee where applicable. Detailed electronic bidding documents, specifications and conditions are available through EPADS v2.0, and bidders must register on the system. Bids must be submitted electronically by 11:00 AM on 26 October 2026, with opening scheduled for 11:30 AM on the same date. Manual submission will not be accepted. The grievance redressal committee notification is available through the procuring agency and PPRA websites.
