The Development Authority Muzaffarabad invites Expressions of Interest from private investors, firms and companies for establishing and operating a liquefied petroleum gas facility serving Langerpura, Thota Satellite Towns and surrounding areas of Muzaffarabad, with the objective of providing reliable LPG supply at competitive prices. Applicants may associate with experienced LPG operators or technical partners. The selected investor will be responsible, at its own cost, for preparing a feasibility study, identifying and arranging suitable land, financing, design, installation, licensing, operation and maintenance. Site selection, design, installation and operation must comply with applicable OGRA regulations and relevant legal, environmental and safety requirements. Subject to feasibility and competent approval, the Development Authority may provide a fixed financial contribution; the amount, conditions and mechanism for generating returns to the Authority will be determined and disclosed before competitive selection. Applicants must submit a company or investor profile, registration documents, evidence of financial capacity, relevant experience of the applicant or its technical partners, and a preliminary project concept identifying the proposed facility type and location. Two hard copies of the proposal and supporting documents must be submitted by 12:00 noon on 9 November 2026. This EOI is intended to assess investor interest and does not commit the Authority to funding or awarding a contract. Applicants must bear their own submission costs. The Government reserves the right to discontinue the process or reject any or all expressions of interest under applicable law; any subsequent selection will follow the AJK Public Procurement Rules, 2017 and other applicable procurement requirements. Pro Tip: LPG infrastructure investors should prepare a credible feasibility concept, evidence of financing capacity, suitable land arrangements, operating experience and a compliance plan covering OGRA licensing, environmental safeguards and facility safety. Any proposed public contribution and return mechanism will be disclosed before competitive selection, so applicants should account for these uncertainties in their preliminary concept.
