Procurement Summer Winter Uniforms Students Tender Notice

Description

Procurement of approximately 500 student uniforms for boys and girls, comprising 250 winter uniforms and 250 summer uniforms, for the financial year 2026-27. Boys uniforms include white shirts with the department monogram on the pocket, Malatia grey trousers, black belts made of rexine or leather, black shoes of quality at least equivalent to Bata or Service, black socks, white vests or banyans, navy blue ties with golden stripes and navy blue jerseys. Girls uniforms include navy blue shirts or qameez with the department monogram, white shalwar and dupatta, black shoes of quality at least equivalent to Bata or Service, black socks, white slips or shameez, shawls and maroon jerseys. Uniform specifications must comply with the standardization issued by the Directorate General of Special Education Punjab and the requirements in the bidding documents. Procurement will follow the Single Stage Two Envelope procedure under Punjab Procurement Rules 2014. Eligible firms, companies, sole proprietors and general order suppliers must be registered with PPRA, relevant registration authorities and applicable tax departments, including income tax, sales tax and Punjab sales tax, and must have active taxpayer status. The estimated procurement cost is Rs. 2,500,000 and bid security is Rs. 75,000, equivalent to 3 percent of the estimated cost. The notice requires electronic bid submission through e-PADS and also specifies submission of bid security in the form of a bank call-deposit receipt, demand draft or pay order issued by a scheduled bank and delivered before opening of the technical proposal. Bids must include technical and financial proposals, and financial proposals of technically unsuccessful bidders will remain unopened until expiry of the grievance period or decision of any complaint. The successful bidder must measure individual students in the presence of designated institutional staff and deliver uniforms in packets tagged with student names and classes, free of delivery charges to the consignee. Rates must be quoted in Pakistani rupees inclusive of taxes. A performance guarantee equal to 5 percent of the successful bid price must be furnished before issuance of the supply order. Defective or substandard items must be replaced, and late delivery charges may apply. Procurement quantities may be revised according to enrolment and budget availability.
