Description

Supply, installation, testing and commissioning of Aerial Bundled Cables (ABC) along with associated accessories in Peshawar and Khyber operation circles. The scope includes dismantling existing low-tension distribution lines and deteriorated or obsolete HT/LT structures and poles - installation of poles, HT/LT structures, foundations and earthing arrangements - shifting and re-installation of single-phase, three-phase and CT-operated energy meters - reconciliation and return of dismantled and surplus materials through designated officers or officials - installation of meters for new connections and replacement of defective meters according to operation subdivision requirements - restoration of consumer electricity supply by connecting incoming and outgoing service cables. The works constitute a single lot and are to be completed within the period specified in the bidding document. International Competitive Procurement will be conducted through a Request for Bids (RFB) under the World Bank Procurement Regulations for IPF Borrowers dated November 2020, without prequalification. Bids shall follow a two-envelope process comprising separate technical and financial parts. Technical and non-price rated criteria carry a weighting of 30 percent, while bid cost carries a weighting of 70 percent. Bids must be submitted in sealed physical envelopes; electronic bidding is not permitted and late bids will be rejected. Technical envelopes will be publicly opened immediately after the submission deadline, while financial envelopes will remain unopened in safe custody until the second public bid opening. The pre-bid meeting is scheduled for 16 November 2026 at 11:00 AM local time, with online participation available upon request. Each bid must include bid security of USD 100,000 or its equivalent in Pakistani rupees at the State Bank of Pakistan exchange rate applicable 28 days before the bid submission date.
