Solar Power Storage System Design Installation Tender Notice

Description

Design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW solar photovoltaic power system with a 1 MWh battery energy storage system using shed and carport structures in a 70:30 ratio at Pakistan Sports Complex, Islamabad. The project will operate under a 15-year fixed-tariff power purchase agreement model. Bids are invited through EPADS from contracting firms registered with the Pakistan Engineering Council in the relevant category C-4, with registration valid until 30 June 2027. The single-stage two-envelope bidding procedure applies. Bidders must satisfy the evaluation criteria in the bidding documents, provide national tax registration and active taxpayer evidence, and submit a notarized affidavit on judicial stamp paper confirming that the firm has not been blacklisted by any government or autonomous body. Earnest money of PKR 6 million must be submitted as a bank draft, pay order or cash deposit receipt in favour of the Director General, Pakistan Sports Board, Islamabad. A scanned copy must be uploaded with the technical proposal and the original must be delivered before the bid submission deadline. One hard copy of the technical proposal as uploaded on EPADS must also be submitted; the financial proposal is not required in hard copy. The pre-bid meeting will be held on 30 October 2026 at 11:00 AM in the Committee Room, Pakistan Sports Complex, Islamabad. Bids must be submitted electronically by 15 November 2026 at 11:00 AM and will be opened at 11:30 AM on the same day. Manual bids are not accepted. The procuring authority reserves the right to accept or reject bids under the applicable procurement rules.
