Supply Installation Commissioning Solar Power System Tender Notice

Description

Complete supply, installation, commissioning, testing and operational maintenance for two years of a 100 kW solar power system on a turnkey basis for an engineering and research institute. The estimated procurement cost is PKR 10,000,000, with bid security of PKR 500,000, equivalent to 5% of the estimated cost. Interested firms and contractors must register on EPADS v2.0 and satisfy the eligibility and qualification criteria specified in the bidding documents. Proposals must be duly signed and stamped and prepared in accordance with the prescribed technical specifications, evaluation criteria and contractual requirements. Procurement will follow the single-stage two-envelope procedure under Rules 27(b) and 28(b) of the Public Procurement Rules 2026. Bidding documents are available through the institute website, the Public Procurement Regulatory Authority website and EPADS v2.0, and may also be inspected at the Accounts Department during working hours. Bids must be submitted electronically, and manual submissions without electronic filing will not be entertained. Bid security must be furnished in the form of a call deposit receipt, pay order or demand draft in favour of the procuring institute. A scanned copy must be uploaded electronically, and the original instrument must be delivered to the procuring agency before bid opening. Documents are subject to verification. Incomplete or non-responsive bids may be rejected, while false, forged or misleading documents may result in disqualification and blacklisting proceedings. The procuring agency reserves the right to reject all bids under Rule 45 of the applicable procurement rules.
