Description

Provision of manpower services for Port Qasim Electric Power Company, including recruitment and deployment of cleaners, drivers, kitchen helpers, office boys and other locally required frontline personnel. The contract period is one year from the official signing date, with actual staffing quantities determined by the employer’s requirements. The successful service provider will be responsible for recruitment, background verification, pre-employment medical examinations, attendance management, salary disbursement, social security contributions, on-site coordination, safety management, staff replacement and labour dispute resolution. Eligible bidders must be legally registered independent enterprises in Pakistan with valid business licences, provincial labour department registration and a company registration certificate issued by the Securities and Exchange Commission of Pakistan. Their constitutional documents must authorise manpower or labour services. Bidders must understand Pakistan’s labour laws, tax policies, EOBI and Sindh Employees Social Security Institution requirements and demonstrate relevant experience in manpower services for power facilities or industrial plants within the previous three years. Supporting contracts and performance certificates are required. Applicants must have no major labour disputes, tax penalties, safety incidents or dishonesty records during the previous three years and must not appear on applicable blacklists. Joint bidding, subcontracting and transfer of the contract are prohibited. Bidders must maintain fixed office premises and full-time service teams in Karachi. Tender documents may be obtained from the procuring company after submitting a company introduction letter or authorisation letter and identification. Electronic bids must be submitted in PDF and editable Word formats by email in encrypted form, with the password provided at bid opening. The bid opening will take place by video conference.
