Framework Contract Human Resource Security Services Tender Notice
Description
Framework contract for provision of human resources for security services at Drugs Testing Laboratory Rawalpindi on a DDP basis. Eligible registered suppliers, firms, companies and distributors must demonstrate technical, financial and managerial capability and be registered on the Punjab e-Procurement System. Bidding documents are available free of cost through the Punjab e-Procurement portal and Punjab Procurement Regulatory Authority website. Procurement will follow open competitive bidding under the single-stage two-envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules 2014, as amended, and the Punjab Procurement Regulations 2024. Technical and financial bids, together with qualification documents, must be submitted electronically before the specified closing time. The required bid security must be submitted through the Punjab e-Procurement portal using a PSID in the name of the Director, Drugs Testing Laboratory Rawalpindi; physical financial instruments will not be accepted at the institution. A pre-bid meeting may be held as specified in the bidding documents, and queries should be submitted in writing. Bids will be opened at the stated time in the laboratory conference room in the presence of attending bidders or authorised representatives. If the opening date is declared a public holiday or non-working day, the next official working day will apply at the same time and venue. All contractual requirements are governed by the bidding documents and applicable procurement rules.
