Framework Contract Human Resource Janitorial Services Tender Notice
Description
Framework contract for provision of human resources for janitorial services at Drugs Testing Laboratory Rawalpindi on a DDP basis. Eligible registered suppliers, firms, companies and distributors must demonstrate technical, financial and managerial capability and hold registration on the Punjab e-Procurement System. Bidding documents are available free of cost through the Punjab e-Procurement portal and Punjab Procurement Regulatory Authority website. Procurement will follow open competitive bidding under the single-stage two-envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules 2014, as amended, and the Punjab Procurement Regulations 2024. Technical and financial bids, including all qualification documents, must be submitted electronically before the prescribed closing time. Bid security must be submitted through the Punjab e-Procurement portal using a PSID in the name of the Director, Drugs Testing Laboratory Rawalpindi; physical financial instruments will not be accepted at the institution. Pre-bid arrangements and other instructions are specified in the bidding documents. Bids will be opened at the scheduled time in the laboratory conference room in the presence of bidders or authorised representatives. If the opening date is declared a public holiday or non-working day, the next official working day will apply at the same time and venue. Contractual terms and all remaining requirements are contained in the bidding documents and are governed by the applicable procurement rules.
