Framework contract for procurement of high-performance liquid chromatography solvents for Drugs Testing Laboratory Rawalpindi. Eligible suppliers, firms, companies and distributors registered on the Punjab e-Procurement System must demonstrate technical, financial and managerial capability and comply with the qualification criteria contained in the bidding documents. Bidding documents are available free of cost through the Punjab e-Procurement portal and Punjab Procurement Regulatory Authority website. Procurement will follow open competitive bidding under the single-stage two-envelope procedure in accordance with Rule 38(2)(a) of the Punjab Procurement Rules 2014, as amended, and the Punjab Procurement Regulations 2024. Technical and financial bids, including supporting qualification documents, must be submitted electronically before the prescribed closing time. Bid security must be submitted through the Punjab e-Procurement portal using a PSID in the name of the Director, Drugs Testing Laboratory Rawalpindi; physical financial instruments will not be accepted at the institution. Pre-bid meeting details are provided in the relevant bidding documents. Bids will be opened in the laboratory conference room at the scheduled time in the presence of bidders or authorised representatives. If the opening date is declared a public holiday or non-working day, the next official working day will apply at the same time and venue.
