Framework contracts for financial year 2026-2027 covering local purchase of medicines and surgical disposables for day-to-day requirements, bulk emergencies, calamities and SSP medicines and health welfare committee medicines - X-ray films and chemicals - dialysis unit items - general store and miscellaneous items - IT equipment and electrical items - medical gases - laboratory and blood bank items - stationery items - printing items - linen items. Separate bids are required for medicines of multinational companies, medicines of national companies, and surgical and disposable items including PPEs, with discounts offered as specified for applicable manufacturer retail prices or indicative rates. Interested original manufacturers, sole distributors, authorized dealers and experienced firms must have Income Tax and Sales Tax registration and Punjab E-Procurement System registration. Bidding will follow Open Competitive Bidding using the Single Stage Two Envelope procedure under Punjab Procurement Rules 2014, as amended. Bid security of 3% of the estimated cost is required for each lot, preferably in the form of a bank guarantee or CDR, pay order or demand draft from a scheduled bank in Pakistan, according to E-PROC guidelines 2026. Bidders must submit item-wise rates separately for other lots and provide NTN and Sales Tax registration certificates. The tender for local purchase of medicines and surgical disposables will be awarded under the Local Purchase Policy 2026 issued on 11 June 2026. Bids will be opened electronically in the presence of bidders or authorized representatives, and quoted rates for different items of lots are exclusive of taxes, which will be deducted under applicable government rules.
