One Megawatt Solar Power System Battery Storage Tender Notice

Pakistan Sports Board, Islamabad invites electronic bids from contracting firms registered with the Pakistan Engineering Council in the relevant category, C-4, valid through 30 June 2027, for design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW solar photovoltaic power system with a 1 MWh battery energy storage system. The system will use shed and carport structures in a 70:30 ratio at Pakistan Sports Complex, Islamabad, under a 15-year fixed-tariff power purchase agreement model. Earnest money is Rs. 6 million. Bidding follows the Single Stage Two Envelope procedure, and complete technical and financial proposals must be submitted through EPADS by 11:00 AM on 15 November 2026, with opening at 11:30 AM the same day. A pre-bid meeting is scheduled for 30 October 2026 at 11:00 AM in the committee room at Pakistan Sports Complex. Bidders must provide NTN and active taxpayer evidence, a notarized affidavit confirming they have not been blacklisted by a government or autonomous body, and a bid-security instrument in the form of bank draft, pay order or CDR in favour of Director General, Pakistan Sports Board. A scanned copy of the security must accompany the technical proposal, and the original must reach the procuring officer before closing. One hard copy of the technical proposal, excluding the financial proposal, must also be submitted. Site visits are recommended. Manual bids are not accepted, and the competent authority may reject bids under the applicable procurement rules.
