Bidders must submit separate electronic bids for each lot or package through the Punjab e-Procurement system using the single-stage two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014, as amended. Technical bids will be evaluated against the criteria in the bidding documents, and only technically responsive bidders will qualify. Bid security of 2% of the estimated cost for each lot must be provided through CDR, demand draft, pay order or bank guarantee with 100% encashment warranty in the name of the Medical Superintendent. Conditional bank guarantees are not accepted. A copy of the security must accompany the technical e-bid, while the original security and confirmatory bank correspondence must reach the Medical Superintendent Office before technical bid opening. Electronic bids close on 3 November 2026 at 11:00 AM and open on the same day at 11:30 AM in the presence of bidders or their representatives. Late bids will not be entertained. If an official or local holiday falls on the submission deadline, the next working day becomes the deadline and opening date. Clarification requests must be submitted through e-Procurement or in writing at least seven days before the submission deadline.
