Solar Photovoltaic Battery Storage System Tender Notice
Description
Design, financing, supply, installation, testing, commissioning, operation, and maintenance of a 1 MW solar photovoltaic power system with a 1 MWh battery energy storage system using shed and carport structures in a 70:30 ratio at Pakistan Sports Complex, Islamabad, under a 15-year fixed-tariff Power Purchase Agreement model. Eligible contracting firms must hold valid Pakistan Engineering Council registration in the relevant C-4 category through 30 June 2027 and satisfy the bidding document evaluation criteria. Bidding will follow the Single Stage Two Envelope procedure through EPADS. Bidders must provide NTN and active taxpayer status, a notarized affidavit confirming that they are not blacklisted, and bid security of PKR 6,000,000 in the form of bank draft, pay order, or CDR in favour of the Director General, Pakistan Sports Board. The scanned bid security must be uploaded with the technical proposal, and the original must be delivered before the closing deadline. One hard copy of the technical proposal as uploaded on EPADS is also required; manual bids are not accepted. A pre-bid meeting is scheduled for 30 October 2026 at 11:00 hours.
