Construction Sewerage Drainage Works Kot Mithan Tender Notice

Description

Provision of sewerage, drainage and other allied works in Municipal Committee Kot Mithan, Tehsil and District Rajanpur, under the Public Health Engineering Division Rajanpur for financial year 2026-27. The scheme is funded through District Rajanpur Own Source Revenue and is based on approved DNIT item rates and the second biannual 2026 Market Rate System rates applicable from 1 July to 31 December 2026. The estimated cost is Rs. 153.642 million, with earnest money equal to 5% of the bidding cost, amounting to Rs. 7.682 million. The technical sanction reference is No. 320-E/2026-27/1363/P&D dated 15 October 2026. The completion or gestation period runs until 31 May 2027. Eligible contractors must be registered on the Punjab e-procurement system and hold a valid Pakistan Engineering Council licence in the relevant category and codes for financial year 2026-27. Tender documents must be downloaded and bids submitted electronically; manual bids will not be accepted. Digital bid security equal to 5% of the estimated cost must be submitted through the e-procurement portal in favour of the Executive Engineer, Public Health Engineering Division Rajanpur, and must be verifiable. Bids must be submitted by 5 November 2026 at 02:00 PM and will be opened at 02:30 PM at the Commissioner Office, Dera Ghazi Khan. Contractors or authorized representatives may attend the retrieval and opening of bids. Rates must be quoted against each item of the DNIT or bill of quantities; percentage-only quotations above or below the estimated cost are not acceptable. Where the tender amount is equal to or less than 5% below the approved estimated amount, the lowest bidder must provide a bank guarantee equal to 10% of the approved estimated bid amount from a scheduled bank as performance guarantee or quality assurance security within 15 days. Failure to provide the required guarantee may result in rejection, annulment of award and forfeiture of earnest money. False, forged or invalid digital bid security or documents may result in disqualification and blacklisting, with referral to PPRA and PEC. Applicable taxes, duties, levies and statutory deductions are the contractor's responsibility. If the submission deadline falls on an official holiday, it will automatically extend to the next working day. The procuring agency may reject all bids under Rule 35 of the Punjab Procurement Rules.
