Description

Supply, installation, commissioning, transportation and testing of a 500 kVA diesel generator set rated at 440 kW, CCTV system, fire alarm and smoke detectors, computer networking and telephone system, firefighting system, electrical substation equipment including transformers, high-tension and low-tension panels, sub-main panels, power cables and allied items for Group 2 of the construction of the new administration block at Lahore High Court Multan under ADP No. 3211/2026-27. The estimated cost is Rs. 293,751,000, with bid security of Rs. 5,875,100, equivalent to 2% of the estimated cost. The second work concerns provision, installation, commissioning, transportation and testing of a new 500 kVA diesel generator set with ATS panel, local soundproof and weatherproof canopy, complete earthing, RCC foundation and cabling for Group 2 of the construction of the Regional Office and Facilitation Centre of the Punjab Public Service Commission at Multan under ADP No. 2350/2025-26. The estimated cost of the second work is Rs. 40,000,000, with bid security of Rs. 800,000. Eligible bidders must be registered with the Pakistan Engineering Council in the relevant category or above, holding specialisation codes ME-02, ME-03, EE-02, EE-03, EE-04, EE-05, EE-06 and EE-11, with registration renewed for financial year 2026-27. For imported equipment such as generators, bidders must possess valid authorised distributor or dealership certificates for original equipment manufacturers from Europe, the United Kingdom or the United States, and maintain verifiable three-service after-sales facilities, offices and workshops in major cities. Firms must be registered on the electronic government procurement and EPADS systems. Procurement follows the single-stage, two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014. Bid security equivalent to 2% of the approved DNIT cost must be submitted electronically through the Punjab e-Procurement System; physical CDRs are not accepted. The lowest evaluated bidder must submit an electronic performance security equivalent to 10% of the approved DNIT amount within 15 days of receiving the notice, valid for three months beyond the completion or extended completion period. Bid security is released only after the successful bidder accepts the Letter of Intent and submits the performance guarantee through the portal. Technical bids will be received and downloaded on 5 November 2026 at 11:30 AM at the office of the Commissioner, Multan Division, Multan. Financial bids will be opened after technical evaluation, with the date and time communicated through EPADS and letters to qualified bidders. Bidders must quote item rates, individual item totals and an accurate grand total; percentage quotations above or below the approved or estimated cost and arithmetically incorrect grand totals render bids non-responsive. Manufacturing or execution may commence only after technical submittal approval and formal commencement notice from the competent authority. Payments depend on fund availability, with no price escalation or compensation for early execution due to financial delays. Corrupt, unreadable or virus-infected bids may be rejected under Regulation 8(4) of the Punjab Procurement Regulations 2024. The procuring agency reserves the right to reject all bids under Rule 35. The completion deadline for both works is 30 June 2027.
