Procurement of assistive devices for persons with disabilities under the ADP scheme Provision of Wheelchairs, Prosthetics, Hearing Aids, and Other Such Assistive Devices to PWDs Phase-II through a framework contract for financial years 2026-27 and 2027-28. The procurement comprises seven lots: Lot 1, manual assistant controller and manual active-use wheelchairs, estimated cost Rs. 339,000,000 with bid security of Rs. 6,780,000; Lot 2, pediatric manual wheelchairs, estimated cost Rs. 390,000,000 with bid security of Rs. 7,800,000; Lot 3, cerebral palsy wheelchairs, estimated cost Rs. 240,000,000 with bid security of Rs. 4,800,000; Lot 4, wheelchairs with postural support, estimated cost Rs. 100,000,000 with bid security of Rs. 2,000,000; Lot 5, tricycles, walking frames or walkers, and portable ramps, with the notice specifying individual quantities and prices and a stated lot total of Rs. 95,600,000; Lot 6, progressive premium lenses, digital handheld and optical magnifiers, talking or touching watches, atomic talking watches, JAWS screen-access software, task spectacles and foldable adjustable aluminium white canes, with a stated lot total of Rs. 23,840,000; and Lot 7, pre-programmed hearing aids and alarm signalers using light, sound or vibration, with a stated lot total of Rs. 38,100,000. Eligible firms and companies must be registered with relevant registration authorities and tax departments for income tax, sales tax and Punjab sales tax. Regulatory compliance, enlistment or registration with the Drug Regulatory Authority of Pakistan (DRAP) is mandatory where applicable under the amended qualification criteria. Bids are invited on a lot-wise basis, and bidders may quote for one lot or all lots. The single-stage, two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014 applies. Electronic bids must be submitted through the Punjab e-Procurement System. Bid security of 2% of the total estimated cost for each lot must be deposited electronically in the prescribed manner; physical financial instruments will not be accepted. Successful bidders must submit performance security through the prescribed electronic mechanism. Bidding documents and the amended corrigendum are available through the Punjab e-Procurement System and PPRA website; written applications may also be submitted to the Director (Planning and Evaluation), Directorate General Social Welfare and Bait-ul-Maal, Punjab, Lahore, 41 Empress Road, for obtaining documents. The stated bid submission deadline is 27 October 2026 at 11:00 AM, with bid opening at 11:30 AM on the same day. The amended bidding documents uploaded to the official websites are the final and valid documents. Procurement is governed by the Punjab Procurement Authority Act 2009 and Punjab Procurement Rules 2014.
