Description

Supply and delivery of consumable school kit items and learner kit items for non-formal education schools under the South Punjab Non-Formal Education Project (South-PNFEP). Lot 1 covers school kit items with an estimated cost of PKR 30,732,625 and bid security of PKR 614,653. Lot 2 covers learner kit items with an estimated cost of PKR 149,613,750 and bid security of PKR 2,992,275. The combined estimated cost is PKR 180,346,375 and combined bid security is PKR 3,606,928. Detailed item-wise specifications, quantities and district-wise delivery schedules are included in the bidding documents. Separate financial bids must be submitted for each lot, and the lowest evaluated bidder for each lot will be determined by cumulative quoted rates for all items in that lot, subject to the prescribed eligibility, technical and evaluation criteria. Bid security equal to 2% of each lot's estimated cost must be submitted electronically through the Punjab e-Procurement System in accordance with the procedures prescribed by PITB and PPRA. Physical CDRs and bank guarantees are not accepted, and bid-security confirmation must be attached to the technical bid. Samples must be submitted according to the bidding documents and evaluated by the designated Technical Committee. Technical qualification requires at least 60% of the prescribed technical evaluation marks and successful testing and evaluation of samples by the Pakistan Council of Scientific and Industrial Research (PCSIR). A pre-bid meeting is scheduled for 30 October 2026 at 10:30 AM. Complete electronic bids must be submitted by 11:00 AM on 10 November 2026 and will be opened at 11:30 AM on the same date. Prices must include applicable taxes, duties, levies, packing, making, handling, loading, transportation and delivery charges. Successful bidders must deliver supplies to the offices of District Education Officers (Literacy) across 11 districts of South Punjab according to the locations, quantities and schedules in the bidding documents. Documents are available free of cost through the Punjab e-Procurement System and Directorate General of Literacy and Non-Formal Basic Education website. Non-compliant bids may be declared non-responsive.
