Description

Supply and delivery of consumable school kit items and learner kit items for non-formal education schools under the Central Punjab Non-Formal Education Project (Central-PNFEP). Lot 1 covers school kit items with an estimated cost of PKR 19,041,610 and bid security of PKR 380,832. Lot 2 covers learner kit items with an estimated cost of PKR 92,699,100 and bid security of PKR 1,853,982. The combined estimated cost is PKR 111,740,710 and combined bid security is PKR 2,234,814. Detailed item-wise specifications, quantities, technical requirements and district-wise delivery schedules are provided in the bidding documents. Separate financial bids must be submitted for each lot. The lowest evaluated bidder for each lot will be determined based on cumulative quoted rates for all items in that lot, subject to technical, financial and eligibility compliance. Bid security equal to 2% of each lot's estimated cost must be submitted electronically through the Punjab e-Procurement System; physical CDRs, bank guarantees and other physical instruments are not accepted. A copy of the bid security must be attached to the technical bid. Samples of each item must be submitted on the bid-opening date before the bid-closing time and will be evaluated by the Technical Evaluation Committee. Technical qualification requires at least 60% of the evaluation marks and successful sample testing or approval by the Pakistan Council of Scientific and Industrial Research (PCSIR). A pre-bid meeting is scheduled for 30 October 2026 at 10:30 AM. Complete electronic bids must be submitted by 11:00 AM on 10 November 2026 and will be opened at 11:30 AM on the same date. Quoted prices must include all applicable taxes, duties, levies, packing, handling, loading, transportation and delivery charges. Successful bidders must deliver complete supplies to the respective District Education Officers (Literacy) across 11 districts of Central Punjab according to the prescribed delivery locations, quantities and schedules. Bidding documents are available free of charge through the Punjab e-Procurement System and Directorate General of Literacy and Non-Formal Basic Education website. Non-compliant bids may be declared non-responsive.
