Description

District development works procurement through electronic bidding under the Punjab Procurement Rules, 2014, as amended. Contractors and firms must be eligible and duly enlisted or renewed with the Pakistan Engineering Council for Financial Year 2026-27 wherever applicable, and must satisfy the eligibility requirements in the bidding documents. Separate bidding documents containing detailed instructions, eligibility criteria, specifications, bills of quantities (BOQ) and contract conditions are available free of cost through the Punjab e-Procurement System and the PPRA Punjab website. Bids must be submitted electronically through the Punjab e-Procurement System only; manual bids and submissions by email, courier, post or hand are not accepted. Bid security equal to 5% of the estimated cost must be provided exclusively through a Digital Bank Guarantee (e-Bank Guarantee). The bidder must generate a PSID through the e-Procurement portal and arrange for its scheduled bank to issue and transmit the guarantee through SWIFT MT760 in favour of the Chief Officer, District Council Vehari, using the correct tender reference number and PSID. Physical bid securities, including CDRs, pay orders and demand drafts, are not accepted, and bids without a valid Digital Bank Guarantee shall be rejected. The successful bidder must furnish performance security equal to 5% of the contract price through SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014, as amended, in the prescribed form; it shall be released after successful contract completion in accordance with the contract conditions. Financial bids must state unit rates, item-wise amounts and the grand total in the BOQ. Percentage-based bids, blank entries, overwriting and incomplete financial bids shall be rejected. Corrupt, incomplete, unreadable or malware-infected electronic bids shall be declared non-responsive. The contract shall be awarded to the lowest evaluated responsive bidder. If the bid submission date falls on a public holiday, the next working day shall be the closing date at the same scheduled time.
