Provision Installation Variable Refrigerant Flow System Tender Notice

Description

Provision of a variable refrigerant flow (VRF) air-conditioning system for Group No. 3 of the construction of the new administration block at Lahore High Court Multan under ADP No. 3211/2026-27. The estimated cost is Rs. 467,811,000, with bid security of Rs. 9,356,220, equivalent to 2% of the approved DNIT cost. Eligible engineering companies, firms, joint ventures and contractors must hold valid Pakistan Engineering Council registration in the relevant category or above, with specialised codes ME-01, EE-03 and EE-04 renewed for financial year 2026-27. Bidders must possess a valid authorised distributor or dealership certificate for Pakistan for original equipment manufacturers whose country of manufacturing origin is Japan, Thailand or Malaysia; Chinese-origin manufacturing is not acceptable. Firms must maintain verifiable three-service after-sales facilities, offices and workshops in major cities and be registered on the electronic government procurement and EPADS systems. Procurement follows the single-stage, two-envelope procedure under Rule 38(2)(a) of the Punjab Procurement Rules 2014. Digital bid security equivalent to 2% of the approved DNIT cost must be submitted through the Punjab e-Procurement System; physical call deposit receipts are not accepted. The lowest evaluated bidder must submit an electronic performance guarantee equivalent to 10% of the approved DNIT amount within 15 days of receiving the notice, valid for three months beyond the completion or extended completion period. Bid security will be released only after the successful bidder accepts the Letter of Intent and submits the performance guarantee through the portal. Technical bids will be received and downloaded on 5 November 2026 at 11:30 AM at the office of the Commissioner, Multan Division, Multan. Financial bids will be opened after technical evaluation, with the date and time communicated through EPADS and letters to qualified bidders. Bidders must quote item rates, total amounts against each item and an accurate grand total. Percentage quotations above or below the approved or estimated cost and arithmetically incorrect grand totals will render bids non-responsive. Manufacturing or execution may commence only after approval of technical submittals and issuance of a formal commencement notice by the competent authority. Payments depend on fund availability, and no price escalation or compensation for early execution will be paid due to financial delays. Corrupt, unreadable or virus-infected bids may be rejected under Regulation 8(4) of the Punjab Procurement Regulations 2024. The procuring agency reserves the right to reject all bids under Rule 35. The completion deadline is 30 June 2027.
