Description

Construction of shops under Package C of the Punjab Workers Welfare Fund project for amenity buildings at Workers Welfare Complex Sundar. Estimated cost: PKR 46,190,475. Bid security: PKR 2,309,524, equivalent to 5% of the estimated cost. Project duration: 12 months. The scope includes civil, architectural, structural, plumbing, electrical, mechanical, infrastructure and allied building works, together with the necessary materials, labour, formwork, tools and machinery. Eligible firms and contractors must be registered on the e-procurement system, possess a valid Pakistan Engineering Council licence in category C-5 or above with relevant specialisation codes, and have active filer NTN and PNTN. Technical and financial bids, with CDR or bank guarantee for 5% of estimated cost, must be submitted electronically by 5 November 2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM. Bidders must provide firm ownership and establishment records, partnership or company documents where applicable, details of permanent management and technical staff, certified tools and machinery lists, records of completed and ongoing projects, PEC registration, three years of audit reports and tax records, bank-supported working-capital information, a non-blacklisting affidavit on PKR 100 stamp paper attested by a Notary Public or Oath Commissioner, and details of litigation, if any. Similar-project and ongoing-project information must be supported by certified records and client certificates. Electronic bids containing corrupt, unreadable or virus-infected records may be rejected under Regulation 8(4) of the Punjab Procurement Regulations 2024. PDF submission is required under Regulation 6(4). The successful bidder must provide a performance guarantee of 10% of contract value in the form of a bank guarantee and sign the contract within 15 days of the award notification or Letter of Intent. Procurement is governed by Punjab PPRA Rules 2014 and Punjab Procurement Regulations 2024. Conditional tenders are not accepted. The agency may reject bids under Rule 35. Pro Tip: Contractors should check the package drawings, BOQ, PEC requirements and required evidence of comparable building projects. Ensure that the 5% bid security and 10% performance guarantee can be provided in the prescribed forms.
