Description

Procurement of four chain excavators for the Project Management Unit, Punjab Water and Sanitation Authority, Housing, Urban Development and Public Health Engineering Department. Total estimated price: PKR 500,000,000. Digital bid security: PKR 10,000,000, equivalent to 2% of the estimated price, in favour of the Deputy Project Director (PMU), Punjab Water and Sanitation Authority. Eligible bidders include manufacturers, authorised dealers or their agents, with clear joint and several responsibilities in the agency agreement, registered with relevant registration authorities, councils and tax departments, including income tax, sales tax and Punjab sales tax, as applicable. Procurement follows the single-stage, two-envelope procedure through the Punjab e-Procurement System. Technical and financial bids must be submitted separately online by 10 November 2026 at 12:00 PM. Technical bids will open the same day at 12:30 PM through the portal, at least 30 minutes after bid closing. Bid security must be prepared online and verifiable on the portal by the submission deadline; otherwise, the bid will be rejected. Security must be on the bidder's account, or, for a joint venture, on the joint venture's account or that of a member firm. No physical financial instrument or hard copy of the technical or financial bid will be accepted. Bid validity is 150 days. Only technically responsive bidders will be invited for financial-bid opening, and financial bids of technically non-responsive bidders will remain unopened. Bids containing corrupt, unreadable or virus-infected records may be rejected under Regulation 8(4) of the Punjab Procurement Regulations 2024. PDF upload is required under Regulation 6(4). Procurement is governed by Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024. Conditional bids and bids submitted by post or telegraph will not be accepted. Bidding documents are available through the Punjab e-Procurement System and PPRA website. The procuring agency may reject all bids under Rule 35. The PMU will not be responsible for costs incurred in preparing or submitting bids. In the event of an official holiday on the submission date, the next day will be treated as the closing date.
