Government Special Education Centre Thokar Niaz Baig Lahore invites electronic bids for girls winter uniform kits for special students for FY 2026-27, Lot 2. Estimated cost: PKR 300,000. Bid security: PKR 15,000, equivalent to 5%. Eligible firms must have relevant previous experience and be registered for Income Tax, Sales Tax and Punjab Sales Tax. Bids must be submitted electronically in PDF format through e-Procurement/e-PADS by 10 November 2026; the notice does not specify the closing time. Technical bids are scheduled to open the same day at 10:00 AM before the Procurement Committee. Procurement follows the single-stage, two-envelope procedure under Rule 38(2)(a) of Punjab Procurement Rules 2014, as amended. Bid security must be submitted through the e-Procurement System, and the PSID challan attached to the tender documents. Bid validity is 180 days from bid opening. Hard copies of e-bids are not required, but the agency disclaims responsibility for submission failures caused by bidders technical or internet problems. Corrupt, unreadable, virus-infected or wrong-lot bids may be rejected. Rates must include all applicable government taxes including GST and remain valid until 30 June 2027. Bidders must upload a performance certificate on PKR 300 stamp paper declaring that the firm is not a defaulter or disqualified by PPRA or the procuring agency and is not involved in a criminal case or convicted. Successful bidder must provide a 10% performance guarantee by CDR or bank guarantee and supply within 30 days of the supply order. Defective or incorrect-size items must be replaced. Uniform samples may be examined for fabric, stitching and colour; supplied uniforms may be tested by NTRC, National Textile University Faisalabad or another government laboratory, with testing costs borne by the supplier. The current-year NTRC sample lab report, five-year experience certificate, month-wise proof of Punjab Sales Tax paid for FY 2025-26, NTN records for the last three years and GST deposit challan for the last year must be uploaded. Duplicate shoes or a fake NTRC report may result in blacklisting. Procurement is governed by Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024.
