Installation Hybrid Off Grid Solarization System Tender Notice

Description

Supply and installation of an 8 KW hybrid off-grid solarization system for the Ladies Bar Room at the District Headquarters Hafizabad and Sub-Division Pindi Bhattian. The estimated tender amount is PKR 3,753,750, and bid security equal to 5% of the estimated cost is required through the Punjab e-Procurement System by generating a PSID. No physical financial instrument, including a Call Deposit Receipt, will be accepted. Eligible contractors must be registered with the Pakistan Engineering Council in the relevant category or above and registered on the electronic tendering system. Bids must be submitted electronically by 2026-11-10 at 12:00 PM under the Single Stage Two Envelope procedure prescribed by Rule 38(2)(a) of the Punjab Procurement Rules 2014. Contractors must quote item-wise rates against every entry in the Bills of Quantities, rather than percentage rates, and complete all rate analysis, summary and sub-summary pages. Incomplete financial bids will be declared non-responsive. Quoted rates must include all applicable taxes, including GST, PST, PRA, income tax and stamp duty. Bid validity is 60 days from the opening of the financial bid. Electronic rates will be downloaded and opened by the District Development Committee and Tender Opening Committee at 12:30 PM on the same date at the office of the District and Sessions Judge, Hafizabad, in the presence of representatives of participating firms. False information or documents may result in disqualification and referral to the Pakistan Engineering Council and Punjab Procurement Regulatory Authority for legal action. The successful bidder must furnish a 10% performance guarantee in the form of a Call Deposit Receipt or bank guarantee within 15 days, failing which the tender may be cancelled and earnest money forfeited. The bid must include tax registration certificates, Pakistan Engineering Council registration and a minimum one-year warranty providing free replacement, service and maintenance. Bidders must not be blacklisted by the procuring agency or Punjab Procurement Regulatory Authority. The committee reserves the right to reject all bids before acceptance and will communicate grounds for rejection upon request.
